FM Empty FM

My FM looks different from the ones in the guides; I don't have all those NPC's.
I tried redownloading everything and putting the Map.wz in, but it's the same. How do I fix this?

Its the same as all people have but they removed all the npcs go to fm1 or @ fmnpc.
